Modeling Bill Tracking

Bill tracking is a distinct process within legislative history research, and refers to tracing the step-by-step progress of a bill through a legislative session.  Very often, the term is applied to tracking of current bills, but I'm using it here to refer to the tracking of a historical bill's progress through the legislature while it was being considered. This can be very useful when you need to track down the genesis of, or rationale behind, particular amendments.

Bill Tracking - Maryland Election Law

Turning to the second entry (p. 1344), we discover a list of amendments from the Committee on Constitutional and Administrative Law, presented on the Mar. 14, 1991, calendar:

Amendment No. 6, given above, is one of the amendments adding the loan language to our statute. 

The remaining entries in the House Journal don’t pertain specifically to our portion of the bill, but they illustrate a typical progression through the House of Delegates:

Page 1449:  Second reading of HB 1047.  Several floor amendments are presented, all of which are rejected.  Three of them are rejected by roll call vote.  The bill is then prepared for third reading. (Mar. 16, 1991)

A copy of one of the roll call votes is provided here:

Page 1471:  Third reading of HB 1047.  Passed by a roll call vote of 133-1 and transmitted to the Senate. (Mar. 18, 1991)

 

Page 2374:  Consideration of proposed Senate amendments.  House rejects Senate amendments and requests that the Senate recede from its position or convene a conference committee. (Apr. 1, 1991)

 

Page 2451:  Senate responds that it will not recede and will convene a conference committee with 3 representatives from each chamber.  (Apr. 2, 1991)

 

Page 2484:  Conference Committee report—recommends adoption of certain amendments, rejection of others.  Bill passes House by roll call vote of 123-2. (Apr. 3, 1991)
